Hi Scott
As far as I know the 0.0035" minimum dielectric spacing is lateral as well as
vertical.
So a minimum of 0.0035" would be used to determine compliance to IPC design
criteria.

Now if you customer has determinded they can live with less, it should be on
the
drawing and that would be used to determine compliance.
