That's a question I've been wondering also.  I seem to remember that IPC SM
840 has a provision for touch up as long as it meets the requirements stated
herein - or something like that.  I checked with an overcoat pen manufacturer
and was informed that it was only an acrylic based coating that was tinted to
match solder mask, not qualified to IPC SM 840.  Acrylics generally have low
solvent and mechanical abrasion resistance ...
