Hi Mark,
If you look in IPC-T-50 you will find the following.
Wetting : The formation of a relatively uniform, smooth, unbroken, and adherent film of solder to a basis metal.
Solder Fillet: A normally concave surface of solder that is at the intersection of the metal surfaces of a solder connection.

In short ensure ( evident is your key word in this statement to easily see or understood , obvious)  that you have a uniform smooth , unbroken solder joint from the metal surfaces of your part to the land connection on the board.

Any way that is my understanding of the statement.

Dear Technetors.
     Can anyone please explain me the definition of "Wetted Fillet" mentioned in
chapter 12 of IPC-A-610C.
For example
          Solder Thickness (Dimension G).
          Acceptable Class 1,2,3 = Properly wetted fillet evident.
