The point NOW is not what the past intent is/was nor should the question be,
 does it met ome number in a spec but rather "is it a reliability issue, - it
isn't"!
Exposed copper on the side of traces has always been acceptable including the
old "mil spec".  New "High-technology" boards today are being used & shipped
with NO reliability issue.
