I don't think you have much of a threat from ESD. The claim about grounding
is bogus.  You could attach a ground wire to the pegboard and it wouldn't
mean a thing.  As a natural fiber, the pegboard probably fits into the upper
static dissipative range and you would not see much static generation unless
you had really high volumes of dry air flowing over the surface.  I would
think you would have a far greater threat from particles and fibers coming
from the pegboard than you would from ESD.  If your inspectors have a real
problem, you could always paint the pegboard with a static dissipative
coating.  That would cover both the ESD and particulate concerns.
