Hi again, thanks for the replies.

Its looks like my ASCII drawing didn't make it, never mind.
The 2 fans external to the smoke room are fixed into the wall that leads
to the outside world (whatever that is!)
and can blow or suck, at 3 different speeds.
The fan in the smoke room is only a household 9" one that's sucking the
air "out" of the smoke room to the outside world.
(I believe that I can get tickets to visit this place, maybe I'll go
someday!!).

So it looks like we have to set the 16" fans outside the smoke room to
suck air into the canteen at full rate.
Oh dear, now they're going to complain "its cold in here"!! as the cold
air from outside is sucked in & then they'll turn the fans off
and forget to turn them on again.

It looks like I'm in a no win situation. Maybe I'll have to start taking
my lunches and eating them elsewhere.

<PS Is it irony that you work for a fire detection company?>
(Yes Hans, it is isn't it. Now you don't even want to get me started on
our fire drills he, he.)
