Jens,

        Warning -- you get what you pay for. Expect to start seeing
alot more of these questions, as the lowest level of the PCB supply
chain starts to move from East Asia to central China, central
Russia, and the former Russian republics (Belarus, Kazakzhtan
(sp?), etc.).
        At CALCE, we have had no experience on copper foil from
Russia, but plenty on glass fabrics and prepregs. The price can't
be beat, but you will need to benchmark your supplier's quality
system and I recommend performing some rigorous material
inspections until you are satisfied with their consistency (often 6-12
months).
