William,
It is my understanding that if you are a Tier 2 or above supplier, you must
be QS9000 registered.  If you are not, then I wouldn't think it would be an
issue for your customers, but you may certainly want to pursue registration
since it will provide a means of operating under familiar situations with
your customers.  QS9000 registration is not an easy task and is much more
involved that registration to ISO 9000.  If you plan to pursue QS9000
registration, my recommendation would be to become ISO 9000 compliant or
even registered and then develop your system for compliance to QS9000.
Certainly APQP and PPAP are excellent methods of ensuring your in-house
processes.  But there again, if you are not required to be QS9000
registered, is it a task your company would want to take on?
As far as the C=0 sampling plan is concerned, what does your customer
require?  And if you are considering QS9000 registration, what does QS9000
require?  The decision about your sampling plan will be based on one of the
two, or even both.
