Craig,
1) 'To DXF' conversion products are often not useful for applications
requiring accuracy, and are not consistent vendor to vendor. (For example,
if used for printed circuit artwork, rounded ends to a trace will be
portrayed as flat and must be filled in/ edited with another program.)
2) A product called 'Draftsman Cutting Shop' by HLB Technology, Inc. imports
raster (Tif Group 4, Tif Uncompressed, Tif Pack Bits, among others) and will
export vector (DXF, among others).
3) You may want to convert in two steps. TIFF to GIF, TIFF to Bitmap, TIFF
to printout, then scan the print and convert to DXF are possibilities.
4) Scan2CAD from Calibre makes a scan to DXF product "for a TIFF capable
system", so this may be a possibility.
5) A white paper worth reading, giving definitions to help you with your
feasibility/tradeoffs decisions, exists in:

Does anyone know away to convert a .TIFF image file to a .DXF format. We
tried Adobe Streamline. It fails to output a .DXF that anything else can
read (ACAD, CAM350, Canvas 6 to name a few).
