In my past I have found that pumice scrubbing
eliminated a similar problem, indicating that it was a
residue that was insoluble, and impervious to chemical
attack. (cured soldermask) Are residues being
deposited during the SM cure cycle? By poor handling?
In a poorly ventilated oven?
