Hi Justin,
It seems you're used to weighing the parts before deciding about double reflow. Than you have probably noticed that there exist large weight-variations between different components with similar body-types. Your TSOP 28T could be easily be twice as heavy as Ryan's or Steve's !!
Still, for TSOP's, personally I wouldn't worry. But for QFP's or PLCC's it can be a dangereous thing to trust on somebody else's experiences.

no sweat.
Unless the component is made out of alumina or has a heatsink slug, it will
easily stay on the board by surface tension alone. (I have never seen a
TSOP made out of alumina or with a heat sink. But never say never!)
