Mike,

We have been and still are using PLCC devices ranging from 20 to 84 i/o.  We
occasionally see coplanarity issues, and they are usually systematic in
nature.  That is, they are usually the same lead(s), same date code(s) on
the same device.  Another more frequent source of PLCC coplanarity is from a
programming or burn-in socket.  We have also seen leads bent during the tube
packaging process, but most of our PLCC's are packaged in tape & reel.  For
the most part, we do not see PLCC coplanarity problems as a regular
occurrence.
