Hello,

My company has a potential customer who wants us to
have full Bellcore compliance Severity Level 3.  We
have a mature product.  Been out commercially for
several years.  I'm looking into how Bellcore is
going to impact us.

I'm not without Bellcore experience.  Was able to do
some of the tests myself.  That was a while ago.  My
primary job is compliance.  Back then, I was able to
negotiate with IPC level 3 board requirements so that
most if not all of GR-78 was waived.  But that was with
people like Ameritech, NYNEX, and PacBell.  And my direct
experience was almost 4 years ago.  Things have changed
with Bellcore (now Telecordia) over the years since I
was involved.

We are now negotiating with Lucent.  The mother of the
Bellcore standards.  They appear to be non-negotiable
about waiving anything with Bellcore, i.e. NEBS,
i.e. GR-78, etc ...

I'm trying to put an impact statement together regarding
what's involved with going full compliance, or best we
can.  I've started with our boards.  We have many in our
system.  The issues regard plating, fluxes, cleaning,
SIR, etc  ... in GR-78 are exhaustive.  With telephone
equipment handling yours and my possible 911 calls, so
should the standards be stiff.  That's not my beef.

* Is there some sort of "Bellcore" compliance approval
  for board fab and assembly houses?

  Some approval on the books that someone from somewhere
  such as Lucent could lookup or be provided for verification
  and give the nod.

* If yes, does this require some qualification team with
  our customer to come in and do some sort of inspection?

* Or, is all that's needed is the ability to do a few
  of the pertinent special flux, cleaning, plating,
  and SIR requirements for Bellcore, then be able to
  provide some paper verification of such procedures?
