Let's talk documentation first.

The bulk of NASA's requirements can be found at their website:

The one's that you would be most interested in are:

NASA NASA-STD-8739.3 SOLDERED ELECTRICAL CONNECTIONS
NASA NASA-STD-8739.4 CRIMPING, INTERCONNECTING CABLES, HARNESSES, AND WIRING
NASA NASA-STD-8739.5 FIBER OPTIC TERMINATIONS, CABLE ASSEMBLIES, AND
INSTALLATION
NASA NASA-STD-8739.7 ELECTROSTATIC DISCHARGE CONTROL (EXCLUDING ELECTRICALLY
INITIATED EXPLOSIVE DEVICES)

You can download these documents from their website. NASA also has
specifications for SMT manufacturing. Many of these documents are similar to
MIL-STD 2000. You will have to become intimate with them and follow them
completely. Also, you will have to become certified prior to building any
flight hardware. NASA, and their representatives, will come to your facility
and determine if you meet their requirements.

Assuming that you pass, then you can start building hardware. If your
facility is ISO 9000 certified, with all the quality systems and audit plans
in place, I believe that you can meet their requirements.

Of course, this will also mean that you follow their contractual
requirements. Depending upon how much they trust you, they might even have a
site representative on site - assuring that you perform the assembly as
required. You may want to contact NASA directly to determine their
requirements.
