As you have seen, there are a number of possibilities. However, analysing the problem a
little deeper, these abhorrent adhesives are essentially a mixture of modified latexes
and rosin with some other additives. We all know how much of a bugger rosin is to
remove (otherwise the IPC would not have as many documents and working groups devoted
to the subject) :-(  It therefore makes sense that some flux removers may be reasonably
efficient at doing this job. Personally, I find that the diglycol ether compounds, such
as Prozone and Zestron, do as good a job as any solvents I know but even they should be
mixed with a modicum of elbow grease.

I respectfully suggest, however, that your problem is not one of removing residues but
of ***preventing*** them from getting there, in the first place. 3M, Avery and many
other manufacturers produce adhesives and labels which can be tailored to almost any
requirement, including low-exudation varieties in both removable and non-removable
types (and even security types which are self destructing if anyone attempts to remove
them). I therefore suggest that, in your position, my first step would be to approach
many blank label makers and ask them to supply labels that will satisfy your needs
without any cleaning process being required.
