Rich,

Consider the following:

Why would you want to limit the number of quality 'reps'? Would not all
personnel represent the quality system?

When you task personnel to a specific area or assignment, what would
happen when they are unavaliable?

Can each person perform each others tasks? Are they willing to?

I realize 9002 requires designation of the management representative;
however, wouldn't the entire management staff be a more viable,
productive group performing this task?

I've found that pinning yourself down on paper to specific people
performing specific tasks in regards to an ISO/QS program will only
cause grief during audits.

To answer your question though, how many do 'you' need? As many as your
company feels is required to meet your goals!!! Don't assign people into
roles simply to satisfy the ISO/QS requirements, assign them into roles
that will benefit your company then write this into your
policy/procesures.

And above all else, have fun with it...
