I was burned a few times using nomimal dimensions. Since then I always use the
maximum pad and physical dimensions. As for different vendors for the same part,
I use a combination of the max. dims'. There's nothing like a P.O.'ed program
mgr. whose board is on hold because the parts don't fit.
