There is no sure way of being 100% environmentally friendly. Firstly,
remove the metals (esp lead). Secondly, incinerate the non-metallics in
a furnace operating at a very high temperature (1500 deg C or higher),
with efficient scrubbing on the chimney to extract the max of chemicals
like bromine and chlorine compounds. You will be left with some of the
glass in the ashes.
