Hi Jim,
You can get the apparatus from Universal Tool & Machine Co, 1168 Grove
Street, Irvington, NJ, 07111, 973-374-4400. Ask for Art Conrad; the tester
cost was $ 2895.- last time I talked to them. We, that is AT&T Bell Labs,
gave them the design to commercially make the tester; however, they know
nothing about the principles behind its application. It is rather doubtfull
that you could make the tester cheaper yourself.
