Ref. is the standard abbreviation for reference.  This means that the
dimension is controlled by some other set of dimensions given onthe face of
the drawing. Look for an overall height stack that adds up to the [0.54mm]
(basic) dimension.  I knew all of those drafting classes would be of use
someday ;-D.
