Hi Chuck,
Resist strippers have been formulated to keep up with the demands of the
industry, stripping double treated copper is no problem. As far as treating
the spent resist stripper, there are many treatment methods you can use, it's
a piece of cake.
Just put the word out to the reputable vendors that are in your area and
they should do most of the work for you. Let the best man win!
