Hi Jason,
The answer is: It depends.
You do not say whether you are talking about a PTH or PTV, what the drilled
hole diameter is, what the PCB thickness is, what the Cu plating thickness
is, what the application (cyclic severity of the operational environment) is,
how long the design life is.
The answer to these questions will vary the answer to your questions from
'None' to 'Reduced Functional Life/Reliability'.
