It's true that IPC-A-600 revision "B" didn't address single sided
(unsupported hole) boards.
Try IPC-A-600 revision "C" dated January 2000, starting on page 6-17.

I am looking for acceptable criteria for finished single sided PWC. IPC-600
only seems to cover double sided and multilayer. We have some single sided
boards with copper that was etch back away from the hole about 2 mils. The
boards pass wave solder but I need to make sure that they are acceptable.
