Ahh, small detail here....

Remember that there is a difference between Chlorine, the element, and
Chloride, a salt of the element.

Chlorine, the element is added to water to kill bacteria, and it is QUITE
poisonous, and thus they watch about there being too much.

When you clean PCB's you introduce Chloride, NOT CHLORINE, and I have never
heard of chloride being regulated.
