We've found this C word to be confusing, so we reserve it for a "full
clinch", which we define as any bend more than 75 degrees from vertical.
Any less of a bend, or "partial clinch", we call a "flare".  We flare almost
all of our DIP's leads, because they're machine inserted.  If the parts are
inserted manually, the spec allows you to flare the corner leads, which is
useful for part retention.

Recognize that 40.1.2 is titled "Partial clinch of DIP leads.", so it
doesn't contradict 40.1.1.

And I don't think that 40.1 means that leads have to be clinched; 40.1.3
covers "Straight-through lead terminations."
