Here's some info on a system from Mania/Probot (http://www.probot.com) that
I just read about in PC Fab, but it appears to be for bare fabs only:

Probot 600NCP and OMEGA-NCP Moving Probe Testers

Technology

Non-contact probing (NCP) incorporates Probot's patented technology of high
voltage spark induced plasma. Plasma is a conductive media that enables
non-contact probing in conventional point-to-point electrical testing for
opens and shorts. NCP can be implemented over a wide range of electrical
test applications and maybe used in conjunction with other test technologies
to meet the specific needs of flexibility and productivity.
