Michael,

Dock to Stock is something you achieve by reaching what you determine an
acceptable level of
performance (like 0 defects over a several month period).  If you haven't
achieved it, just saying
you are going to a "dock to stock" program is not going to change any
performance and you will
most likely get into trouble.

Check your failure data and supplier performance data.  If it measures up
you can do dock to stock.
If it doesn't, I would not change, but set the performance goal
requirements with your supplier and if
they meet and maintain it, you can then do dock to stock.
