Hi Barry,

It sounds like the soldermask on your board wasn't fully cured.  If you
still have bare boards you can rebake prior to assembly (300 F for 45 to 60
minutes) and the problem will most likely go away.  Your PCB shop would
probably like to hear about it so they can fix things on their end.  Should
be an easy problem to take care of.
