We are a are presently discussing x-out allowances for bare fabs.  My
questions are:

1. Are no x-out policies common?

2. Is it reasonable to expect to pay a premium for no x-outs?

3. If no x-out's are not reasonable or economically possible, what are
reasonable x-out requirements?
        For example, I've seen it specified that no single panel may
have more than 20% x-out, and no more than 5% of the total order may
have x'd out panels.

4. How difficult / costly is it for an assembly operation to deal with
x-outs?
