went through my files Phil;
EN 60601-1:1990 ; issue 2,Oct. 1997, table XVI(p106) :
air clearance 5mm, creepage 8mm , for 250V
3.2 6 125V
7 12 400V (380)
that is for double insulation (reinforced) , as the 3.2 Roberto listed from
UL
is double ins. reference , even if air clearance (6 creepage)
2.5mm creepage for 230 did sound too low
Basic insulation (supplementary)as comparing to double is 2.5mm air for 250,
but 4mm creepage (6mm for 400).
Let me know if we confused ourselves .

I have recently had a similar problem.
We used our Australian standard AS3260. I don't know what the equivalent
European standard would be.
I needed to know what the Comparative Tracking Index (CTI) of FR4 from our
manufacturer was - (100 to 175)
CTI according to IEC 60112.
This put it in material group IIIb.
With pollution level 2, that gives a MINIMUM creepage distance of;
2.5mm for the 230V case
4.0mm for the 380V case
I hope this is of some help.
(Always better to try for as much clearance as you can spare with this sort
of application though.)
