Your info can be found in MIL-STD-100E, section 406.5, paragraph A.
The letters excluded are "I, O, Q, S, X, Z".

OK, all you draftsman out there...
I seem to recall that some letters are not usually used
for drawing revision purposes because they may cause
some confusion. For example, letter G could look like
C, Q like O... Can anyone tell me what specification
specifically calls these out? Is it Mil-Std-100,
Ansi Y14 or some other?
