It's been my experience (not much mind you) that those
coats are not made to be "conductive" like a wrist strap.
They're made to generate the least amount of ESD no matter
what type of clothing the person wears underneath. I.e.
made to dissipate the charge.  Dissipate meaning well up
into the megohms of resistance.

Unsubstantiated opinion, but it seems to me that with
regard to static charges the likes of which can cause
damage starting from only 300V (which you can not feel)
on up to actually drawing some sort of arc, 10-20 megohms
is sufficient.  Of the two types of floors you can get,
conductive or dissipative, the dissipative is much
higher than what you've measured on your coat.

I'll bow to any corrections on any of this with my
limited experience.                   - Doug
