The general theory that most customers tell me is that a pcb cannot be
conductive since the etchs an components would short out. All material that
comes in contact therfore must be dissapative. So if there is enough
prevention, the fact that the board is not dissapative is ok. The power and
ground planes do offer some protection but they are not dissapative, they
are conductive and "bleed" to fast.
