Try some tapes by 3M, specifically 40, 42 and 5419.

Tape 40 - General-use utility tape, 1-mil polyester film backing,
anti-static conductive polymer adhesive.

Tape 42 - Solder mask tape, high-temperature Kapton polyimide backing,
anti-static conductive polymer adhesive.

Tape 5419 - A polyimide film-backed silicone adhesive tape with unique low
electrostatic discharge properties.  For gold tab protection during wave
soldering of printed circuit boards.

TechNetters,

Thanks for the feedback on my earlier ESD lab coat question.  I did a little
looking and found my synthetic-carbon nylon coat measured about 1 megohm
across 1 sleeve, 100 Meg from sleeve to the back panel, and immesurable high
(using a floor resistance checker) from the back to the other sleeve or from
sleeve to sleeve.  Between snaps on one sleeve (measured by multimeter),
resistance was 15 or so megs.  Looks to me like the snaps don't make such
great contact between the carbon-nylon fibers (there are such connectors at
the tip of each solder, supposedly making contact between 3 pieces of
fabric).  I talked with Static Control Corp's tech director.  He said plain
cotton coats were fine, but when the RH dropped below 20% they were hardly
any better than synthetics.

My next question has to do with nonstatic tape.  We could use it for masking
gold tabs and otherwise protecting components, or for keeping solder out of
connectors during wave solder.  Any opinions as to the value of nonstatic
tape?  Our usual Kapton tape generates 1500-2000 volts, and the "masking
tape" is in the range of a few hundred, as predicted by 3M.  I found a roll
of nonstatic packing tape and tested it at 1-5 volts.  The non static tape
is more than twice the cost of the other stuff.
