        Try http://standards.nasa.gov. It is a central repository for
listing all NASA and NASA-adopted outside standards, with the NASA standards
available at no charge. You'll have to root around to find the specific
document you're looking for, there's billions (seemingly) of 'em there. You
can email the NASA Chief Engineer if you need help in locating it via a link
on the Home Page. Good luck....
