This is correct.  CTI is Comparative Tracking Index.  There is an ASTM method
for this although I would have to dig to find it.  You might find it at
www.astm.org.  It is essentially a water drop test.  Place a water drop
between two electrodes on a laminate surface and electrify it.  See how long
it takes to go to failure (a short).  A cleaner laminate will have a longer
time to failure.
