Hi Ken
One clean easy way to handle MRP for a panel
is to give the panel a different P/N and BOM.
The BOM for the panel would carry all the part numbers
required to assemble XX number of small boards, and the panel.
It is not my business.
But I think the only time a contractor should show resistance
is when we ASS-U-ME.  (you are not there)
Sounds like he does not want to help you as a development partner.
It is simpler for him, his way.
I prefer contractors that will do any thing to find a way to make it happen;
over contractors that list reasons why it will never happen.

                My question to you guys, how you or your buyer handle buying

                comes in a panel? I believe he/she put an order for the
quantity needed and
                fab house make sure that they meet the total board count.
Also, how about
                the kiting for the assembly. Applicable MRP system is
Oracle.

                There are small size boards which can not be run on machine
except on panel
                so there must be a way to handle it.
