Ken,

We deal with this by issuing a different part number for the multiple up
panel. That way the MRP is told that to build one unit it uses .25 of part
number 123456. That way the true value/cost of the board is represented.
Takes a little more front end management on the structure system.

And by the way, we still have the artwork done single up. The multiple up
fab drawing refers to the single up artwork and details how to multiple up
the configuration, including the spacing, pattern orientation, etc.
