The Eraser Company at www.eraser.com, they make 'eraser things' and claim
to strip wires with heat generated by friction rather than by abrasion,
without damaging the wire in any way.

They may have a tool able to fit a Dremel Mototool. It would do what you
need though not with the surgical precision your (0.120" x 0.100") implies.
