Mark,

Can't speak for all shops but of the three or four that I have
worked for, front end CAM removes the customer added
shearlines (crop marks) and we add our own farther from
the actual board end.  These added borders are for masking,
plating separation, etc.  If the added shear lines on any
tracking layer were mistakenly identified as tracks, the
design rule check would find them as unterminated traces.
This is how most shops do it.  Hope this has been some
