I have an FR4 board with possibility of short between mounting screws and
+5V plane.  The board manufacturer neglected to leave clearance around
drilled hole.  1% burned up at start up.  Anyone have any ideas how to
assess the risk of the others having latent failures?  How likely are they
to create a sustained burn (that is, does FR4 self extinguish?).
