Johnny,
        Good to here from you again.  I happen to have a copy of IPC-4101 and it does cover non metallic FR4.  Table 1 Metal Cladding Types on page one gives an option of "O" for unclad material.  So instead of specifying a C1/C1 (1oz electrodeposited Cu both sides) you would specify O/O.  Hope this has been of some help.

What is the IPC Spec for unclad, dielectric materials?
Application is an FR-4 insulator between PWB and housing.
Need a selection guide for types, properties and available thickness.
IPC Bookstore description of IPC-4101 mentions laminate and prepreg only.
