When copper oxide is formed deliberately as the bonding promotion layer for
multilayers, oxide thickness is measured by weight loss when the oxide is
removed.  For instance, a  3x3 inch coupon is "black oxide" treated, dried,
weighed, then immersed in a specific mineral acid that removes the oxide,
rinsed, dried and re-weighed.  An accurate analytical balance found in most
PC shop labs can do the measurement.

How much oxide do you have on the copper surface that you want to measure and
how big is your surface?
