Yes, 6012 is the performance specification to which boards should be built.
It has requirements AND testing AND sampling plans for those tests.

600 was always intended to supplement 6012 and 6013 as a pictorial
representation of the same requirements.  However, there is no testing plans
required.  It just says
IF YOU CHOOSE TO INSPECT OR TEST these are the conditions that you should
look for.

I'm sure that is also as clear as mud-d
