Agree with Phil , it's basically a flash plate , and not quite to last
century standards,
but as i stated previously few times :
Horses for courses (commerce/applications)will dictate specifications more
and more :
i opted out of selective platings decades ago , and that time it was a MIL
heresy :
validated (NiAu) with 1M+ cycles in both telecom and med. boards .

Sounds like you have commercial application at hand with some 5-10y life
span;
with fairly set connectivity: with little justification of building to
higher application standards.

You may be correct that it is indeed conversion goof ,
but looking back i never gave an ounce unless i proved (enviro/cycled) it's
needed.
VP used to shake his head as well ("you can't go this low"),
but some say the proof is in the pudding ;
saved millions by now by designing to the task (aka toyota) .
Overchromed monuments ain't gonna to fly in 3M with design cycles 6-12
months .

Just a practicioner's opinion Ken
(got a compliment once as "real" engineering)
Composites in general went that way decade ago .

Gold plating thickness. I thought it is too low as we even specify 3-8
micron inch on Ni-Gold board. .00003" is 30 micro-inch which I considered 3
micro-inch. Conversion goof-up.
