You can use HP 4291B Impedance/Material Analyzer up to 1.8 Ghz.
It is easy to use and reliable.
The Dk and Df value at 1.8 Ghz is about the same as those at 2 Ghz.
Therefore, I suppose you can do it with 1.8Ghz.
If you have to measure at 2Ghz, then use Dr. Bereskin's method.
The method has been presented at IPC meeting last spring.
Or you can directly contact Dr. Bereskin to do a measurement.
