Okay Rick, let me try to make this clearer.

Read IPC-A-600-F, paragraph 2.10.1 Conductor width and spacing.

The width [either greater or less] of the conductor as described in 2.10.1.1
Conductor width,  is measured against the artwork requirements, not the
actual product itself.
