Hi Ken and All -

In my previous life we determined that the assembly process engineering
group had to be the controling factor in panel layout.  In this manner, we
managed to assure that the panel, stencil, planned assembly process, etc.,
were all in sync with each other.  To do otherwise can result in nightmares
once the product hits the assembly area.

As with many things in life, this lesson was learned (several times) in the
School of Hard Knocks.
