That was always too confusing, and something stated in either 610B or J001B was never intended to invoke the other document although you could get just about any interpretation to that statement depending on who you talked to in the industry or what lawyer was reading the words.  That's why J-STD-001C ONLY uses the word "SHALL" when a requirement is binding.  No more "MUST" in those requirements! Besides, reliability should drive the requirements, not whether they had a process control system in place.  That concept was also removed by the industry committee members!   Jack

plan,"recommended*" becomes "Mandatory" for Shall  requirements, Class 2
only.

Required, Uninterrupted Service is not Critical

Class 3:  High Performance Electronics Products       Continued Performance
