plan,"recommended*" becomes "Mandatory" for Shall  requirements, Class 2
only.

Class 2:  Dedicated Service Electronics Products        Extended Life is
Required, Uninterrupted Service is not Critical

Class 3:  High Performance Electronics Products       Continued Performance
